Residency & Reciprocity
We know that finances are a big part of deciding where to go to college. Luckily, MSU offers in-state tuition options that could save you some serious cash. Whether you're a Minnesotan, a neighboring state student or even from parts of Canada, we have options that can make your education more affordable.

Who's Eligible
To qualify for in-state tuition through residency, you’ll need to prove that Minnesota is your permanent home. For reciprocity, students from certain states and provinces can apply for reduced tuition rates. Those include:
- Wisconsin
- North Dakota
- Manitoba, Canada
- Nebraska
- Missouri
- Kansas
- Indiana
- Ohio

Veterans
No matter their residency, all U.S. military veterans are treated as Minnesota residents for undergraduate tuition.
Things to Consider
State agreements could have varying rates depending on legislation. Always apply early. Reciprocity eligibility remains as long as you’re actively taking courses during fall and spring terms.
- North Dakota students must file an application with the Minnesota Office of Higher Education.
- Wisconsin students must file an application with the State of Wisconsin Higher Educational Aids Board.
NOTE: Residency is determined by the Admissions Office based on your application. If you believe your residency status is incorrect, you can file an appeal to have it changed.
